and AFAIK this has always meant "run in levels 2345, start at 80, shut down at 20" and I distinctly remember chkconfig on/off creating/axing the symlinks accordingly.
Default levels in the initscript are used by 'chkconfig --add', not 'chkconfig [--level XYZ] on/off'
