I ran into this error message setting up pulseaudio on an F7 system when I was trying to run the pulseaudio daemon system-wide. In my case, it was because /dev/snd/* wasn't readable by the daemon (which runs under the user "pulse" when running in system-wide mode). Not sure if this might be your problem.
