spec templates can be created by some scripts from rpmdevtools.
There is also a Eclipse Specfile Editor that use rpmdevtools to write specfile template using a wizard. The package should be available soon in rawhide. If you wan make a try now you can build the plugin from the fedora-cvs repo. The package name is eclipse-rpm-editor.
and gedit - included with the gnome desktop supports syntax highlighting for spec files.
