So... aside from making an exception in the guidelines, it'd also be trivial to put the entire "real" source RPM into the "packaged" source RPM, which would satisfy the letter of the rule.
Only if it builds on the Fedora release, an RPM that is build on EL8 then repackaged as a Fedora RPM may not build on Fedora (New compiler for example) so it should still gets notifications about not building from source.
Honestly, that is probably the way it should be done anyway, as otherwise the public mirrors would not have the source code, unless the JDKs are packaged like shim (with shim-unsigned-x64 and shim-unsigned-aarch64 SRPMs along side the shim SRPM with the signed binaries).
