Since you are not aware of it Red Hat invented the position of Fedora

Adam had no history with the community when he took that job and

One might even argue that an man that was given such a heavy weight
title it would be within his job description to ensure processes like
triaging or proven testers and other qa activity for that matter
would
not entirely die off...

I'm pretty confident that Fedora has the best QA of comparable community
distros, and I'm impressed by how much one individual working full-time
on Fedora QA has been able to accomplish. Good thing that he gets paid,
and a shame that one person solve everything.
