https://src.fedoraproject.org/rpms/git-up has a button "Retired" which opened a pre-filled ticket, which was the wrong template. Would it make sense (and be technically feasible) to detect it was retired >= 8 weeks ago and use the correct template? If so, where would I file this RFE?

There's a typo in the URL the button takes you to (should be unretiremeNt). Otherwise it would take you to the correct template.
The component that's responsible for that button should be either https://pagure.io/pagure-dist-git or https://pagure.io/pagure itself, I'm not sure, because I can't find the code for it in the pagure-dist-git plugin.
