For orphans in pkgdb any packager can simply click the "Take ownership" button. For retired packages, the process is different, and there may be a good reason why a package has been retired/dropped/replaced/…
fedmsg announce them so we should be able to indeed. So we'll have: - orphaned - unorphaned - retired - changed
