These 2 categories have very different security requirements and implied "ownership".
These two categories aren't at all distinct. When I let others use my netbook, it becomes a multi-user workstation.
This is true in fact I very much prefer to have an admin group and an "unprivileged users" group. I was just replying in the context of what "Desktop" is considered.
