That happened to me when I added the bepo layout in the list of layouts
for my session.
It seems X/XKB doesn't like some layouts, but this only triggers when
you propagate your session setting to GDM:

The workaround in the meantime is to set a layout that works (most seem
to be ok), propagate that to GDM, then add the ones you want for your
session only.
