Release rpkg-1.60

Hi all,

a new version rpkg-1.60 is released containing both features and bugfixes.
Currently, Fedora 32 and rawhide packages are in the stable repository,
feel free to try other waiting distributions in Bodhi.

The changelog says:

rpkg works with Python 2.6, 2.7, 3.6 and 3.7.

Would you please consider declaring support for Python 3.8 as well since that is 
the version in Fedora 32?
