I've just synced with devel and found this in the yum.conf.rpmnew:
distroverpkg=redhat-release
.. should this not be fedora-release?

No, it doesn't matter.
As it was explained to me - putting it as redhat-release means one pkg works for fedora and rhel.

If people do want one package to check, why not follow the conventions set by the system-config-* packages?
system-release?
As it stands with no redhat-release in the devel rpm set $releasever is resolving to thin air.

distroverpkg looks for any package named that OR anything providing that.
fedora-release provides redhat-release.
