Easy Review Swaps For New Packages That Block Rust Stack Updates

Hi everybody,

I've been working through open bugs in the Rust stack for the past
week, trying to contribute a few package updates. Some are, however,
blocked by new dependencies that aren't packaged yet.

These new packages are *very simple* and 99% automatically generated,
so the reviews should be easy. Below is a numbered list of packages
that are for review, which package updates they block, and how they
depend on each other.

I've reviewed the bottom three or four, and will continue to work my way up
from the bottom as time permits today.
