I can tell you for a fact that they are mirroring devel. I rsync from them here.
The problem is most likely that you are looking in the wrong place. The whole
tree for f7 has been moved around. There is no more core.

Actually, core still exists for FC6 and before :-)
I believe I'm aware of the structure change and I'm rsyncing all of
mirrors.kernel.org::fedora. The fedora/development and
fedora/core/development both seem to be the same on my mirror. In fact,
I just visited
http://mirrors.kernel.org/fedora/development/i386/os/ and
it indeed is only up to May 25th.
Are you sure you're getting devel from kernel.org?
