I prepare localization package for Mozilla 1.6. It's doesn't contain in FedoraCore2-devel. My package already contain all localization stuff from mozilla.org. It's tested with russian, ukrainian and belorusian locales and must work in all others. If you can test this package please get it from:

Is there any reason this couldn't be built as a .noarch.rpm to share among all architectures?

Ok, this is more or less what I suspected.
Please do not make up sources that do not exist upstream. Use original sources in whatever format upstream chooses to release them, jar, zip, txt, tar.gz, tar.bz2, xpi, cab, iso etc.
The rpm process is about documenting builds. When you performs steps like archive creation out of the rpm process, you're breaking the QA trail.

Here the package works great with LANG=fr_FR .
