NetworkManager doesn't completely disable IPv6 when you turn it off, it
simply stops doing any IPv6-related stuff on the interface. That was
mainly for backwards compatibility; you'll still get an IPv6 Link Local
address (eg, starts with fe:80). If you'd like to turn off IPv6
entirely, you can use sysctls to do so for all interfaces:
net.ipv6.conf.all.disable_ipv6 = 1
net.ipv6.conf.default.disable_ipv6 = 1
