The package is actually approved but the original submitter is no longer around and nobody else has volunteered to pick it up yet. Well actually Robin (the current Core perl maintainer) did say he'd do it if nobody else was interested, but that was back in September.

It wont. Contributors just basically would have to continue doing their work and we will figure out how to do a merge without getting in the way of people trying to get new packages in.
