One case where I'm about 90% sure this happened was with:

where I did not receive the "cc @rjones" email. I don't think it was
dropped by spam filters etc.

src.fedoraproject.org should output fedora-messaging messages and
then notifications acts on those to notify people.
What settings do you have in

Also, does this only happen some of the time? or always?
It might be a fmn bug, or something deeper. ;(
Can you start by filing on fmn:

and we can try and track it down from there?
On a related subject, pagure does not send out email when someone
rebases / force pushes to a pull request, which seems like a pretty
big problem.
I think that might be an upstream pagure issue?
