I ran into the same problem yesterday and was told that until the actual
alpha freeze package build under f17-candidate will behave just like
rawhide package and end up automatically in the f17 tree.
This is why the bodhi (web) doesn't have a f17 branch yet while we can
already build f17 and f18 packages on koji.
That is of course iiuc :-)
