I reported a bug after trying to use F17 to preupgrade to F18.
It didn't work using Anaconda (I am aware Anaconda is a WIP) but I

surprised at the response.
There is now upgrade code in Anaconda and won't be in the future.
If preupgrade is being canned then presumably it needs fixing to no
longer offer the non-working and WONTFIX option to upgrade to F18.
Prepupgrade should be probably taken out from F17 (as there's no newer
Fedora that supports preupgrade). In older releases F18 should not
be available (if it's available there).

anaconda'
is mooted then... could preupgrade call that, or refer to it if it's
a
manual process?
The new tool is called fedup, it's available for Fedora 17 but only CLI
now, GUI is under development (as the whole fedup right now).

Beware, it's still not yet stable and it could lead to non-bootable
system (#873459).
I understand the focus is on getting a working Anaconda at all at
the
moment but this is a loose end that needs tying up I think. What is
the resolution?
Upgrade functionality is required for Beta release, see the current
two weeks slip.
