libsoup / evolution broken dependencies?

# rpm -q libsoup libgal libgal-a11y
libsoup-2.2.0-1
package libgal is not installed
package libgal-a11y is not installed

Is this my brokenness?

no, broken in rawhide.

Like Seth said, in rawhide.
A possible work around is 

ln -s libgal-2.2.so.1 libgal-2.2.so.0
ln -s libgal-a11y-2.2.so.1 libgal-a11y-2.2.so.0
ln -s libsoup-2.2.so.7 libsoup-2.2.so.6

This is fixed now; to make sure I uninstalled the packages and regrabbed
them from Rawhide (and am using them to send this email...)
