Officially accepting late submissions is a slippery slope. I'd avoid it.
Yes, this is what I think too -- sorry I didn't make it strong enough

In the past, we've always had space to accommodate impromptu sessions
on a first-served basis. That was more a reflection on the fact that
the workshops never really filled all the room slots, but we kept the
rooms anyway for that reason. It's worked out well.
That's basically what I mean. Cool.
