A simpler test is probably just:
$ LANG=ja_JP.UTF-8 fc-match lang=ja
DroidSansJapanese.ttf: "Droid Sans" "Regular"
I think there is a colon missing in front of “lang=ja”.
On Fedora 17 I get:
$ LC_ALL=ja_JP.UTF-8 fc-match
DroidSansJapanese.ttf: "Droid Sans" "Regular"
I.e. I still see the problem on Fedora 17.
Adding the “lang=ja” changes nothing because of the missing colon:
$ LC_ALL=ja_JP.UTF-8 fc-match lang=ja
DroidSansJapanese.ttf: "Droid Sans" "Regular"
But when using “:lang=ja” “VL PGothic” is selected, no matter
what the locale is:
$ LC_ALL=ja_JP.UTF-8 fc-match :lang=ja
VL-PGothic-Regular.ttf: "VL PGothic" "regular"
$ LC_ALL=en_GB.UTF-8 fc-match :lang=ja
VL-PGothic-Regular.ttf: "VL PGothic" "regular"
$ fc-match :lang=ja
VL-PGothic-Regular.ttf: "VL PGothic" "regular"
So at least it is using DroidSansJapanese now for Japanese,
but we don't want to make it the default font for Japanese.
$ LANG=ja_JP.UTF-8 fc-match sans:lang=ja
DroidSansJapanese.ttf: "Droid Sans" "Regular"
$ LANG=zh_CN.UTF-8 fc-match sans:lang=ja
DroidSansJapanese.ttf: "Droid Sans" "Regular"
$ LANG=ja_JP.UTF-8 fc-match sans:lang=zh
uming.ttc: "AR PL UMing HK" "Light"
$ LANG=zh_CN.UTF-8 fc-match sans:lang=zh
