fontconfig rules for Lohit Neapli

Description of problem:
Need to add fontspecific fontconfig rule file.

lohit-fonts-2.4.1-1.fc12

No fontconfig rule for Nepali font

Expected results:
Should have fontconfig rule for Neapli font
