I have fedora 39. And, same issue appears.
With following ~/.fonts.conf, the issue disappears.
[hyonwoo.park@details ~]$ cat /etc/fedora-release
Fedora release 39 (Thirty Nine)
[hyonwoo.park@details ~]$ rpm -qf
/usr/share/fonts/google-droid-sans-fonts/DroidSansFallbackFull.ttf
google-droid-sans-fonts-20200215-17.fc39.noarch
[hyonwoo.park@details ~]$ cat .fonts.conf
<?xml version="1.0"?>
<!DOCTYPE fontconfig SYSTEM "urn:fontconfig:fonts.dtd">

<pattern>
