From our last meetings in the QA team we have a bug that is proposed as beta blocker but we can't decide if yes or no. We would like the input from the internationalization and desktop teams.

This bug is not only annoying, it's unacceptable. Imagine you install Fedora and you add more keyboard layouts (which I personally do on every install; most of the time I add two more in addition to en_US). Then, hours, day, or weeks after, when you run the updates and reboot, you are locked out.
That's would be embarrassing. It's incredibly hard to debug and I am fearing a bad reputation for Fedora. Please make this a blocker bug.
