For one of ours, the .spec file contained:
BuildRequires: pkgconfig
BuildRequires: foo-devel
Yes, this is not canonical pkgconfig(foo) & perfect & stuff, but it's
worked for years. With the new changes, it breaks builds:

really caused by pkgconf change, but it is
