As RPM uses the curl command and not libcurl, maybe curl-minimal should
be built with a static libcurl to avoid needing two libcurl packages?
dnf requires python-pycurl, which requires libcurl. So any Fedora
installation containing dnf would pull libcurl in anyway.
As explained in another thread, the libcurl and libcurl-minimal packages
will never ever be installed together on a single system.
