Retiring lineakd and lineak*-plugin packages

This app has been dead upstream for at least a year, and has had compile
issues in Fedora for longer.  I'm considering it abandoned and have
retired/removed it as specified at
http://fedoraproject.org/wiki/PackageMaintainers/PackageEndOfLife
