perl-Text-Textile-2.13-1.fc22 changed license to (GPL+ or Artistic 2.0)

I updated license declaration of perl-Text-Textile package from
(GPL+ or Artistic) to (GPL+ or Artistic 2.0) to comply with license
statement in the 2.13 sources. This is effective since Fedora 22.
