it looks like maybe *basic* board capabilities are in Core but more
advanced stuff - "Multiple Group Issue Boards", "Single level
Epics",
"Deploy Boards", "Multi-level Epics" - are in Premium and Ultimate?

You're correct. If you want the functionality equivalent to what we
get with Taiga, you'll need GitLab Ultimate.
