Sure you can! It's a basic rule of QA that small isolated changes can be
debugged much better than a huge hodgepodge of many totally unrelated
changes.
If packages are small and self-contained then sure, it might work,
but
applications depending on ~30 other libraries and ~20 other daemons not so
much.
The packages are sometimes not (small and self-contained), but the changes
usually are!
