The idea, as already mentioned by Hans in another thread, was to indeed
to both: 1) to have a separate package that includes configuration
files for different systems and then have thermald pick up the right
configuration for current system. 2) Additionally we were discussing a
way for users to submit such files to be included. But the this is an
optional step and could be done later as well.
So what is the point of a change if improvements are visible only if
non-free package is installed?
So above, shipping a "database", i.e. a
package with per-model
configuration data for popular laptop modules, should make that package
useful even without the non-free package.
