No.
You either follow what is in /etc/fstab, or you disallow it from /etc/fstab.
You do not ignore /etc/fstab.
You appear to have missed the bit where Bill explained, twice, that
systemd is not actually designed to ignore /etc/fstab, and this is just
a bug.
