AFAICS, Mailman just doesn't forward the headers telling the encoding of
the non-ASCII body.
Are you sure there are such headers to begin with?
FWIW, the Fedora EPEL build report [posted to epel-devel-list] sets the
content type and the transfer encoding, and that works fine with UTF-8
symbols used in spec changelogs.
