Because you're installing with weak dependencies enabled, and one of
them is bringing in gtk3.
Thanks for the pointer. Investigating that:
$ rpm --query --recommends gtk3
dconf(x86-64)
Looking at that
https://src.fedoraproject.org/rpms/dconf/blob/master/f/dconf.spec
There is a build requires on gtk-doc. But nowhere do I see gtk3 as a
recommends.

I haven't tried to figure out which one, I
just know dnf install --setopt=install_weak_deps=false @core didn't try
to pull in libX11.
