It was retired because it is now combined with libp11. The package
engine_pkcs11 still exists.
And I thought we'd done that in F24 too. We *certainly* shipped the
newer libp11 which obsoletes it, even if we didn't manage to properly
retire the engine_pkcs11 source package :)
