Ahh. So this all worked when we run the the process once per week.
It worked differently back when we used mash to create updates, I think
because we also did drpms from the GA/base repo. Which we could do now,
but It would only help users on their initial 'dnf update'.
But because we run it every day now, the deltas are
minimal. It just took us several months to notice.
It's been this way since we moved to pungi. 3+ years.
