Nothing involved in booting off of USB requires lsusb. It's purely a
diagnostic tool. And you can get all of the information also via /proc
or /sys

Is HAL supposed to be involved with system partitions? I was under the
impression that it is not, so this doesn't need to be in /sbin.
It has to be in /sbin because mount helpers are only looked for in /sbin
