Sure, but it also means there's no way to push updates for it, bugs
aren't allowed for that version and support channels are likely to just
tell you to upgrade if theres a difficult problem.

There will always be such users for a variety of reasons.

So long as people are willing to maintain it, why restrict peoples' ability to
work on something, especially while users are stuck on that version, or forced
to move elsewhere if they cannot get a fix and cannot upgrade?
