Last year I had the same error:

Now I'm getting it again:
fedpkg update

Creating a new update for libguestfs-1.4.2-1.fc13
libguestfs-1.4.2-1.fc13 not tagged as an update candidate
What does this error mean (again)?
Rich.
In order to submit an update, the package has to be tagged (in koji)
with 'dist-f??-updates-candidate'. This is done automatically when you
have successfully built a package from a branch. When you get this
message, that either means you are referencing a build that has not been
done, has not been complete yet, or has otherwise already been moved
around within Koji tags.
I do agree that the error wording could be better.
