So after looking at the code in /usr/lib/yum-plugins/installonlyn.py,

am I correct in that the correct place to change the default (2) is in
the /etc/yum.conf file with a
tokeep=3
if I want to keep 3 kernels?

That probably wont be retained through package updates. The plugin
should offering some specific configuration file to change this value if
you want to do it a maintainable fashion
