My normal response would be... well, I missed the F38 change deadline by a
wide margin, so F39+.
But, I think we could stop producing deltarpms for current releases without
really affecting those releases (there would just not be more created, which
as previously explored, would not really have a strong effect). So... I
wouldn't leave the other options out of the question.
Can we also disable deltarpms in the F38 repo files? It’s a 1-line change,
trivially revertable, and it measurably reduces the attack surface of DNF.
If no deltarpms are being generated, there is no point in DNF looking for
them.
