I think those are all pkgdb messages, so already should be moved. 

(it's enabling koschei flag in pkgdb, updating info in pkgdb, and
updating the monitoring flag in pkgdb). 

If you see any going to scm-commits that you think should go to
scm-notifications, just let me know or file a ticket and we will sort
it out.
