I disagree that that was the reason - the fact that Fedora would no
longer run on hardware being made and sold today was a big issue, and is
in no way addressed.

The scope says there will be repositories generated.
Yes, repositories and compose are going to be generated as development
snapshots, similarly to Rawhide nightlies. These repositories are
going to be used in tests and CI workflows, but there is no intention
to advertise them for the end-user.
And there will be no branching or releases for them.
