I see no reason at all that it couldn't be configured on install in
the cloud image too. It'd be handled much the same as timezone, ntp,
dns, gateway, hostname, etc. As others have shown, it can also be
served via DHCP.
Since it _isn't_ served via DHCP in any environment I'm aware of, that's not
actually useful.
