There doesn't seem to be a hiera package for F18 at all:
$ sudo yum install hiera Loaded plugins: changelog No package hiera available. Error: Nothing to do
It looks like the initial version of it is still in testing:
https://admin.fedoraproject.org/updates/FEDORA-2012-15005/hiera-1.0.0-3.fc18
I've filed a BZ for this - https://bugzilla.redhat.com/show_bug.cgi?id=991476. I will submit an update today that fixes the issue.
