If this is gonna be *good* user experience users need to be able to enable
the root account in gdm/kdm/xdm etc..
First user tries to log in as root gets an *hint* that he need to go to
option --> enable root login, types the root password, root account enabled
logs in as root receives an stripped down administrative/rescue desktop
This is a very reasonable proposal, I think it is a very sensible way to
help users do the right thing (or the wrong one ... details :-).
