When a package is deprecated, the intent is that no new dependencies
on
any deprecated package would appear in the distribution, either by new
packages or from existing packages adding dependencies. Of course, I
don't know what actually checks this; it's not particularly common to
deprecate packages.
FedoraReview checks for deprecated dependencies. I don't
think there's any process to make sure that existing packages don't start
depending on deprecated packages.
