Uhm, I think resources actually ARE a problem too. Especially for final RCs,
the few servers that have alt contents are very quickly swamped when the URL
leaks out to the impatient folks. :-(
Yeah - I should've said they can be a problem, but they're not the
fundamental problem. Even if we had infinite resources, there's a solid
reason to discourage treatment of the TCs/RCs as general-purpose
pre-releases.
