Why? I don't see the contradiction. If nobody tests things, testing
doesn't and can't work.
More likely explanations include, but are not limited to:
- the fixed package wasn't seriously broken, nobody knew about the fix
- the fixed package isn't used
- the fixed package users have given up using it
- testing people asleep on the job
